I know it's a bit late to reply on this thread, but... I have /usr/lib/libpcap.dylib and /usr/include/pcap.h which ship with Mac OS X 10.4. nmap-4.20 builds fine with no ports/fink pcap. Of course, if you build on a fresh install of Mac OS X and Xcode, you don't get the GUI.
