Nmap 4.20 bug

I'm using Nmap 4.20, Windows XP SP2, WinPCap (tested on 3.1 and 4.0 beta 2).

Nmap sends IP packets with incorrect protocol - 0xFF. This happens on SYN scan and ping. So I cannot scan host without 
-P0 and -sT options.

Nmap 4.11 worked good.
