nmap 4.01 on xp

hi, I am running nmap 4.01 on an xp service pack 2 machine. when I run 'nmap -PS 10.0.0.2', isn't it only supposed to send an TCP packet with SYN set to port 80? And if I run 'nmap -PS22 10.0.0.2', it should only send the same to port 22 only, correct? When I look at either of the above ping scans using ethereal, I see that in both cases a SYN is being sent to all ports at the destination (and not just one port or the port number that I specified). Is this is a known issue or am I missing something here ?? btw, 10.0.0.2 is in the same network as the machine running nmap. thanks, folks!
