Thanks for the report. Since Nmap doesn't have an installer on Windows, there really isn't a good hardcoded path to 
place it in.

Using the relative path "nmap.xsl" as you suggest, is probably the best approach. I have made this change for the next 
version of Nmap

(3.81 -- due out tomorrow).
