If I recall recorrectly, it requires WinPcap v3.0 _only_. I believe nmap
was compiled against v3.0, therefore remove v3.1, reboot, and install v3.0.

I just finished installing/upgrading nmap on a Win2kPro machine and tested
it about an hour ago. Works fine for me.
