It is *almost* supported on Windows.  Nmap does obtain the MAC address
from winpcap (tested on my machine).  Then it calls
IPisDirectlyConnected() to determine whether the target seems to be on
the same Lan.  Nmap uses the routing table on UNIX machines to do
this, but I don't know how to do so on Windows.  Here is the function:

Sorry I did not realize that it was not fully implemented in Windows.  I
thought more of it was working.  I truly wish I had the talent to finish
the implementation.  I hope there are other users here that can add value
and get things going.
