inconsistent responses

Hi, I executed NMAP to get all the services running on a machine. And everytime I run, I get inconsistent responses. Actually, any time response is one of the two instances I listed below. First instance is more complete than the second. Also you will notice, those two commands are executed with a time difference of a minute. I think this may be due to network traffic at the time when NMAP was executed. But I consistently get these two instances of responses everytime I execute. Is there any way (like set any flag etc) , I can make sure that I get consistent and complete response everytime.
