The better question is, how do you authenticate Ross' email, and how do you authenticate the... not the contents, but 
the authenticity & accuracy of the meaning of the email?
I suppose you don't have to - at some point they'll just turn it off and then we'll all know the email was legit :-).

As to Ross' question: IIRC there exists, or existed at one time, a private(?) mailing list for IRR operators.  I would 
start with radb () merit edu, if that address still works.  I can also reach out to the folks running the CANARIE IRR 
to see if they know, if necessary.

Hi all,

We (365 Datacenters) inherited the HOST IRR. We have removed all stale
objects from it, and moved all valid objects to other IRRs. We will
eventually (hopefully soon) turn it off altogether. Please, if you are
mirroring it, stop doing that. If you maintain documentation that lists
IRRs, please update it to reflect that HOST is no longer in use.
