This would probably -- on phones, at least -- involve tightening up the deployment
of CMAS/WEA, and the apps that catch it, which are pretty crappy right now; at least
the one on my LG-V20 is.

Yeah, I designed most of this about 10 years ago, and couldn't figure out
where to wedge it in.
