Not really. Under the old price cap the maximum price this year would be about $16 but in fact the actual price is $10. Competitive pressures are the important factor in setting registry prices. For anyone who wasn't paying attention, removing the price cap was at ICANN's request to make contracts more consistent across registries. PIR didn't ask for it.
