Who regulates and licenses dark fiber providers? Or does no one?
Hi Rod, When they use public rights of way (alongside roads for example), dark fiber providers are regulated by the state corporation commission or public utilities commission of each state in which they operate. When they use only private rights of way (e.g. railroad tracks) they are generally unregulated.
