From protocol POV there is no reason to make this assumption. It just
seems to make more sense for humans and modern hardware make the assumption for forwarding, like it does make assumptions for the distribution of prefix sizes, anything to get more out of less. For ACL that assumption is still not true. It's optimisation which loses information which for the common case does not matter. -- ++ytti
