It's rather interesting how parsing of variable length addresses was thought to be way too complicated - while parsing of IPv6 extension header chains of unknown length was okay.
I think this can be explained by "routers don't need to parse extension headers, they're routers, they only act on L3".
Some of the people around back in early/mid 1990ies involved in designing IPv6 is still around in IETF, you can always ask them.
