I can see where the pointy-haired types came up with the opt-out idea hoping nobody would notice or care, but at least 
they make it (fairly) easy :

1. Log into your Comcast account page at customer.comcast.com.
2. Click on Users & Preferences.
3. Look for a heading on the page for “Service Address.” Below your address, click the link that reads “Manage Xfinity 
WiFi.”
4. Click the button for “Disable Xfinity Wifi Home Hotspot.”
5. Click Save
