You are absolutely correct.

Now..they are doing this on your electric bill and taking up space (albeit a small amount of it) in your home.

The blog cited is at http://speedify.com/%20blog/comcast-public-hotspot-cost/. As you can see it uses two separate 
devices; it is not similar to our residential service.
