Many of the Washington state PUDs very early in the day took on the charge of delivering "broadband" to places that the telco's did not see ROI for. It did and still does make sense to deliver fiber along with power to the home but that is the kind of long term thinking that can be costly up front for future improved quality of life. A former employer (GCI, in Anchorage Alaska) received quite a bit of money in the form of a grant/loan for a rural fiber network (I think they may have received the largest of all grants).
