That sounds like not using link local in the general case and having it available as an option in the directly adjacent case.
I'd like to second that. All in all, protocol nexthop has to be reachable via IGP, otherwise, your v6 routes won't be installed in the forwarding table. By its name, I would think link local addresses are meant to be used only on a link, not igp. Best, Leon
