Tor is fairly slow using it for every days internet surfing. Why don't have sensible defaults for most users as default. For them I don't see a need for static prefixes.
Personally I prefer static for both IPv4 and IPv6 and have chosen providers accordingly historically. I also recommend this to others.
On the technical side it is clear. Static is the way to go.
