Brielle is correct.  The customer in question is spamming networks and 
we are having trouble filtering them because another provider allows 
them to source traffic however they please.

Of course the other provider seems to be a spam friendly upstream. 
Hopefully you can understand why I'm not hopeful of getting anywhere 
with them either.
