You are correct in that ARIN was extremely responsive and quick (even to this email).
 
and I hadn't had enough contact with ARIN to know that hostmaster () arin net would be the fastest way to get a hold of 
them.

2nd'ed. ARIN is very responsive by email and telephone now.
