As the peeringdb entry alludes to, a good contact might be Comcast sales:

barry_tishgart () cable comcast com
steven_lacoff () cable comcast com

The Comcast peering policy is very restrictive, and only the largest
access providers qualify.  Additionally, they are not peering at any
public fabrics at this time.
