There is a listing of the ISPs in Lebanon, maintained at

        http://www.mpt.gov.lb/isplist.htm

You might try checking with the engineers, cc:d above, for Fiberlink
Networks and TerraNet - I believe those two have fiber connections to the
East Coast.
