No, nor does an exchange point network need to be announced outside
the exchange point.  If the exchange point network is announced, it
will be associated with one or more ASNs.  Some exchange points have
a separate AS number, other exchange point networks are announced
within the ASN or ASNs of its members, and finally some exchange point
networks are not announced outside the exchange point.
