IPV6, IPV4, and NAT

Since the current threads have brought up the issues with NAT ...

A couple of years ago, Bob Moskowitz presented a paper at IETF outlining the
issues with multiple layers of NAT.  I've lost the URL.  Anyone know what it
is?
