Its hard to judge the quality of people without working with them, but one good barometer for rating the quality of people at a NOC is ask around at which NOCs are considered good to work for - and which ones to avoid.. old idea here but if the staff is overworked, underpaid, underappreciated, etc - then it doesn't matter how much talent you have, your service is gonna suck.. and turnover is never good.
