it is impossible to tell what would really have happened had those filters not been in place for the last few years.
one can truely not tell about alternate futures, i.e. mci would probably be filtering, as they were pretty ram short. but those interested in data as opposed to cheap talk might look at frank's measurement reports to ale and cidrd. randy
