Does anyone have any pointers to information (hopefully FCC documents) that classify ISP's as Common Carriers? No, I don't work for BellSouth, I'm just on the phone with them so much that I'm an expert at getting them to do things.
In regards to access charge reform, the FCC ruled, tentatively, that ISPs would not be subject to local access charges currently being assessed on long-distance carriers. See www.fcc.gov/isp.html Shikhar
