Yup, "off-loading internet traffic from the PSTN onto data networks." Items of interest include section 3.6 'ISP Issues', technical issues such as tunneling, and strategic issues such as SS7 and TCP/IP. If you don't operate a network that interfaces w/ the PSTN then you may want to skip this.
