I am sure the network solutions part is the one being discussed.  The 
general atomics part of the NIC is gone, by the way, stan.  NSF shut it 
down...essentially for non performance.

General Atomics and one by Network Solutions. Are you abusing the use of 
NIC to mean the registration function by Network Solutions?

Don't forget the RIPE NCC and APNIC are also NICs that have the authority
to issue addresses as well.
