I believe that is dictated by the underlying OS. I don't believe any fancy timeout is implemented inside the stager (where ReverseConnectRetries is implemented). It should try until the OS returns a failure. In cases where the remote host sends a connection refused, that could be immediate failure. In other cases, it could take as long as a minute or two.
