From some quick Googling, it seems like a few things can cause this: 1) Another copy of Cygwin1.dll in use by another application. Make sure you uninstall version 2.6 before installing 2.7 and close any other 2.6 processes before launching 2.7.
I did it 2) Some applications are known to break Cygwin. I have heard of Outpost
(v4) triggering this problem, but other apps may have the same effect. Try closing other desktop applications and searching your filesystem for any other instance of Cygwin1.dll.
I actually have outpost so tried to install it after shutting down outpost and antivir, but no luck I've decided it to quit trying on Win and install it on a serious OS, i.e. Linux. Thank a lot for your time. G.C. -HD
