1) Another copy of Cygwin1.dll in use by another application. Make sure 
you uninstall version 2.6 before installing 2.7 and close any other 2.6 
processes before launching 2.7.

2) Some applications are known to break Cygwin.  I have heard of Outpost 
(v4) triggering this problem, but other apps may have the same effect. 
Try closing other desktop applications and searching your filesystem for 
any other instance of Cygwin1.dll.
