The unknown writer whose comments are provided by Peter Thoenen is,
I agree, right on.   I would observe that, in other areas, there seems to be
no culture of protecting the offending provider.   We know that it was Takata
who manufactured the failing air bag inflaters.  Imagine the public response
that would have occurred if a car manufacturer had tried to keep the identity
of its air bag inflater supplier secret. In this case, the attackers
already know what vulnerabilities they were able to exploit.  But do the
other two credit bureaus, who possibly are at similar risk, and are probably
also holding my data?   Or other businesses in other industries?
Public shaming is not the goal here, at least not my goal.  But preventing
a recurrence is.

In related news, CNBC is reporting this morning that the three Equifax
executives who sold stock in the days after the breach was discovered
were unaware of the breach.
