I disagree with Ellen on this. Puerto Rico does not working power grid, but that doesn’t mean that no one has any electricity. The problem of people charging their cell phone is a much simpler problem than restoring the Puerto Rico cell phone networks. Many people will be able to find a way to charge their phones. It can be done with a portable generator, in a car, solar, etc. For example, there have been several news reports about people driving around the island to find some cell phone service. If they can do that, they can charge their phone. The Loon Balloons are a perfect example of billionaires "fixing" problems from on high, literally in this case, without a hard look at what is happening on the real ground beneath them, where the solutions are daunting. The last I looked, most of P.R. had no power. So unless Google and Tesla will help to restore electrical services to most of the island, the people of Puerto Rico can watch the shiny balloons shifting with the wind currents in the sky above them.
