That is a change. It used to be you were only charged for tromboning if you rejected the call, not if you let it ring 
until it went to VM on its own.

I have thought this is the case for years. I travel internationally extensively, and just checked my bill. I was not 
charged for int’l roaming, despite allowing calls to go to VM without hitting reject. I am on AT&T.
