There are a number of intriguing oddities in the government's paper, including its nearly complete omission of the role of actual Internet providers, its posture as a neutral arbiter, its omission of the means to enforce the many laws it cites, and its sunny view of its relations with international Internet government bodies, but what I really wrote for was to recommend Guobin Yang's book, "The Power of the Internet in China" (http://cup.columbia.edu/book/978-0-231-14420-9/the-power-of-the-internet-in-china).
