The article says in part " This is a research and engineering effort. There is no monitoring activity involved, and no sensors are employed in this endeavor. Specifically, it does not involve the monitoring of communications or the placement of sensors on utility company systems. This contract provides a set of technical solutions that help the National Security Agency better understand the threats to national security networks ..." The NSA response is silent on whether they intend to actually do monitoring and deploy sensors based on the results of this R&D contract. I am not reassured. That said, it seems like a reasonable idea to put sensors in various core parts of the physical infrastructure to detect anomalous conditions in the infrastructure before failures propagate. That's very different from monitoring individual communications or even individual electrical power use.
