The NSA response is silent on whether they intend to actually do
monitoring and deploy sensors based on the results of this R&D
contract.

I am not reassured.   That said, it seems like a reasonable idea to
put sensors in various core parts of the physical infrastructure to
detect anomalous conditions in the infrastructure before failures
propagate. That's very different from monitoring individual
communications or even individual electrical power use.
