It seems to me there's an additional issue/risk here.   My public library lets patrons use copiers for a fee; that's 
very common.  If unbeknownst to the library, the copier is retaining a copy of every original page which a patron 
copies, and that is later disclosed (suppose it is an income tax return), who is liable?   I have yet to learn 
whether the user manual for any offending copier includes a warning about this. I'm also puzzled why the copier 
manufacturers would build their machines in this way, rather than erasing the data which is no longer needed.   I 
wonder if *their* lawyers knew about this capability in the products.

Reminds me of the camera which the CIA installed in a copier in the Russian embassy, probably in the 60s.
