With new cyber command in mind . . .
CYBER-ELECTRONICS CONOPS’ FOCUS NARROWING TO CYBERSPACE ALONE
Army officials who sought to link cyber and electronic warfare within a single concept of operations are easing off the original plan and focusing mainly on cyberspace after receiving large amounts of feedback, officials said last week.

A core writing team will assemble at Ft. Monroe, VA, in June to reshape the “Concept of Operations for Cyber-Electronics” into a “Concept of Operations for Cyberspace Operations,” Jeff Hoing, one of the document’s authors, told Inside the Army May 12. The intent is to create through the document a consensus framework, a common lexicon and a sense of what capabilities the Army needs for cyberspace operations.

In March, the Concept Development Division of the Capability Development Integration Directorate, which is an arm of the Combined Arms Center at Ft. Leavenworth, KS, issued the 87-page author’s draft of the cyber-electronics CONOPS. The document triggered debate over the linkage of cyberspace, which some view as strictly an information- driven environment, with the electromagnetic spectrum, which is populated by radios, jammers and improvised explosive devices.
