BBC either pays an ISP for transmitting its content, or else gets ISPs that think it's worthwhile to peer with them for free, or both, and Tiscali is either peering with those ISPs for free or buying transit from them or even selling transit to them. BBC's bits help offset any bits that Tiscali is sending out, so that helps Tiscali peer or sell instead of paying.
