Although originated in a somewhat different context, my "tech support from graduate students" scenario is applicable here.

        Grad Student:  Very interesting.  What are the symptoms?
C: The network stops working when... [explanation continues for a while]
        GS: Fascinating.  Let me think for a moment... [pauses to think]
GS: What an interesting bug. It's not closely related to my research though, and it's not part of my thesis. Nice talking to you! [GS hangs up]

Universities as infrastructure providers would be a BAD plan. And this is the least of the reasons why.
