There's two pieces to this thread: (1) techniques/policies used in "fighting"
terrorism, and (2) whether the present administration is
utilizing/developing/applying the latter in a lawful manner.

WRT (1), Bruce Schneier's book "Beyond Fear" (ISBN:0387026207) has a chapter devoted to exactly this -- Chp 15 "Fighting Terrorism". Said chapter also
touches on why (2) is (in general) of concern wrt (1).
