Yes, a leaders job is to command but , Bush's presence at the front  
lines is only disruptive.  The Presidents staged photo op's are  
slowing down the rescue efforts not energizing them.   A true leader,  
on the day of the disaster, would have made a television appearance  
stating that he was putting all military forces in the region on  
alert and that they should be ready to ploy to New Orleans to help  
with the rescue efforts.   Posing for the camera instead of taking  
control serves no purpose.
