I think the problem is far more profound. email to fema.gov gets bounced, for the most part. A bit of prodding around the whois database reveals that there is no "mx" record for fema.gov. Thus, any email that's sent from a machine that doesn't look up the A record for a site, will bounce. FEMA is email-proof. Its web site returns 403 and 404 errors. This is the triumph of ignorance. It was suggested earlier today on NANOG that a few O'Reilly handbooks would really help FEMA.
