The intention of the legislation that originally established PITAC was to
provide a mechanism to provide for external review of and advice to the federal interagency IT R&D program. PITAC was expected to consist ofexperts in IT who would provide continuing assessments of the priorities, content, and management of the federal program and who would periodically
make recommendations for its improvement. The problem with this new arrangement is that PCAST has a much broaderagenda and is not composed primarily of IT experts. It is doubtful PCAST will be able to devote the level of time and attention to the federal IT R&D
