I don't recall seeing it on IP at the time. To me this seems in clear contradiction to Section 1 of the 14th Amendment, but IANSCOTUS. Of course the US is a member of the International Civil Aviation Organization and surely there are treaties ratified by Congress that contain the rules agreed to by governmants worldwide. While I realizethat is irrelavant to the current administration, it would be interesting
