There already is a Uniformed Service that has this responsibility! (Hint - the Surgeon General of the US wears this uniform and he/she is its Commanding Officer!) Its the Public Health Service, and I believe it is subordinate to the NIH. They have the responsibility for declaring and enforcing large quarantine areas in the US.
