North Korea currently operates some 39 electronic surveillance posts that conduct eavesdropping and covert electronic bugging on communications and other electronic signals from the South, according to Byeon Jae-Jeon, an official of the Defense Ministry Agency for Defense Development. "Simulations on North Korea's information warfare capabilities reveal that Pyongyang could damage the command and control center of U.S. Pacific Command and the power grid of the U.S. mainland," he said during a conference. Byeon was referring to a 1997 U.S. military exercise code-named Eligible Receiver that used National Security Agency officials posing as North Korean hackers. Using software obtained publicly from the Internet, the simulation showed that North Korea could shut down all U.S. military communications in the Pacific and the entire electric power grid in the western United States. Byeon said Pyongyang has 500 to 600 hackers who can break into computer networks and disable enemy command and communication systems.
