fwiw - you might nore in sec g that the mechanisms needed to support
emergency communications in a packet switched network are different than
those used in a circuit-switched one and that some needs may be hard
to meet with current technology

you might note somewhere that any differential treatment of specific
traffic (for emergency communications for example) will require a
robust authentication and authorization infrastructure to protect
against attacks on the communication sinfrastructure
