In 1989, immediately after I attended the ACT ONE celebration of ARPANET 20 at UCLA, I wrote up an article recording what had been said there. The article was published in American Scientist in November 1989. A slightly updated version of it was republished in the book INTERNET BESIEGED 1997 and can be found at http://cne.gmu.edu/pjd/PUBS/internet30.pdf . It is interesting that the story recorded there, which reflected what all the key "players" were saying, is different from the stories circulating today. Many of today's stories were prepared by various company PR departments to further their company objectives, which do not always include accurate reporting of history. At the ACT ONE conference, I remember Len Kleinrock leading a little ceremony at which Paul Baran received a recognition award for his seminal work in inventing the packet switching concept. Thankfully, Paul and his contemporary Donald Davies are being remembered today for their significant contributions.
